Resumo: Nesta Dissertação analisamos a configuração do (neo)conservadorismo nos Projetos de Lei Ordinária (PL) dirigidos às mulheres que foram propostos por deputados e deputadas federais entre fevereiro de 2015 (início da legislatura) e fevereiro de 2018. A nossa hipótese inicial era a de que o recrudescimento do (neo)conservadorismo observado no Brasil no último quinquênio e a hegemonia conservadora na composição da Câmara dos Deputados durante a 55ª legislatura colocavam no horizonte a possibilidade de proposições legislativas que intencionassem obstruir, reduzir e até mesmo extinguir os direitos arduamente conquistados pelas mulheres e aqueles ainda reivindicados por elas. Essa hipótese se confirmou no decorrer da nossa pesquisa e a ela se somou outra constatação: a de que o consórcio entre (neo)conservadorismo e neoliberalismo tem proporcionado a propositura de PL que visam fortalecer a família tradicional e as funções sociais tradicionais atribuídas às mulheres no ambiente doméstico e familiar, em uma clara estratégia de ampliar as possibilidades de privatizar a satisfação das necessidades humanas e de aprofundar os mecanismos de exploração da força de trabalho, desonerando o Estado e o capital. A dissertação está organizada em três capítulos, nos quais desenvolvemos os três eixos que estruturam a pesquisa desenvolvida, a saber: 1) a trajetória histórica do conservadorismo, as particularidades que ele assume no Brasil e a função social que ele atribui para as mulheres; 2) a problematização sobre o direito e a política como instrumentos para o enfrentamento dos conflitos sociais; uma breve contextualização histórica sobre o processo legislativo brasileiro e as diferentes configurações assumidas pelo Poder Legislativo federal, com especial destaque para a atuação da Câmara dos Deputados; 3) a análise dos PL dirigidos às mulheres propostos durante a 55ª legislatura da Câmara dos Deputados
Abstract: In this Dissertation we analyze the configuration of (neo)conservatism in the Ordinary Law Projects (PL) for women that were proposed by federal deputies between February 2015 (beginning of the legislature) and February 2018. Our initial hypothesis was that the recrudescence of (neo)conservatism observed in Brazil in the last five years and the conservative hegemony in the composition of the Chamber of Deputies during the 55th legislature put on the horizon the possibility of legislative proposals that intend to obstruct, reduce and even extinguish the rights hard won by the women and those still claimed by them. This hypothesis was confirmed in the course of our research and it was added by another observation: that the consortium between (neo)conservatism and neoliberalism has provided the proposition of PL that aim to strengthen the traditional family and the traditional social functions attributed to women in the domestic and family environment, in a clear strategy to increase the possibilities of privatization of the satisfaction of human needs and exploitation of the labor force, discharging the State and the capital. The dissertation is organized in three chapters, in which we develop the three axes that structure the research developed, namely: 1) the historical trajectory of conservatism, the peculiarities that it assumes in Brazil and the social function that it attributes to women; 2) the problematization of law and politics as tools for confronting social conflicts; a brief historical context on the brazilian legislative process and the different configurations assumed by the Federal Legislative Power, with special emphasis on the performance of the Chamber of Deputies; 3) the analysis of the PL aimed at the women proposed during the 55th legislature of the Chamber of Deputies
